Through statewide intensive and extensive teacher training and professional development for teachers, related service personnel, parents, early intervention personnel and para-educators, the reading skills of students with disabilities and other special needs will be improved.

Through Positive Behavior Support (PBS) site leadership training for administrators, teachers, para-educators, and parents, the number of students who receive office discipline referrals, suspensions, and/or removals will decrease by 50 percent.

- Creates proactive, predictable, positive learning environment
- Focuses on preventing inappropriate behavior, rather than employing a reactive, punishing approach to discipline
